BRT项目,条件主要来源于—— 一条当年老百姓人人痛骂浪费钱,装面子的腐败路——超宽公路 “光明大道”。当时很多领导受非议,某大台也冷嘲热讽,然而,不知是远谋还是巧合,相传枣庄迎来了一位有能力和人脉的领导,争取到了BRT项目,开始阶段因为城市的经济发展水平和人口限制,虽然提升了城市形象,但是每天运营都是赔钱,但是随着新城的发展和建设日趋完善,BRT对各城区发展交流建设的作用越来越大,交通路线逐渐覆盖五区一市。对枣庄的资源整合和区域经济发展带来了巨大的影响。现在已经成为枣庄老百姓出行的重要交通工具。

事实证明陈伟就是一位有远见卓识的领导,他留下的BRT,台儿庄古城,那四条森林绿道都是给枣庄人民的宝贵遗产,枣庄人民不会忘记

老年人也应该适当收费。

忒好了,方便,还省钱,我今年年前听到2个在枣庄的外地人说,你们投2元,这么远太便宜了,枣庄人的福利,真好。

我觉得还有一点不足,就是去古城玩,晚上捞不着看夜景,时间太紧张,只能看一个多小时,夏天就更不行了,能不能有晚班车,然后市中区到薛城区再有晚班对接,这样就好了。找古城协商一下,让他们赞助几辆车。估计很多人都举手赞成。

枣庄BRT就是失败的道路,这么宽的路,红绿灯路口就一个直行,一个左转弯。

快进去滕州市的时候,直行车辆排几百米,没有几个绿灯过不去!

BRT 汽车 又少,白瞎了一条道路!

枣庄是传统能源城市,多年来为了国家发展掏空了自己,奉献了光和热。资源枯竭,经济转型,现在枣庄在全省经济排名比较靠后,但民心工程一一BRT公交绝对在全省首屈一指,它是值得枣庄人骄傲的一张城市名片。

现在枣庄的BRT已联结五区一市,给市民出行带来极大方便。比如,我住在薛城,而山亭区那边市场上水果、蔬菜、肉类都是山区产的,既新鲜,又绿色,有时间就登上BRT去山亭,来回2元钱车票,用两地物价差价就把车费大大抵销了,买回来新鲜食物,吃得舒心、可口。

再如,滕州市里BRT通车后,那里商业比较发达,万达广场很吸引人。通了BRT之后,到滕州逛街购物非常方便,一改过去那种来回等车、挤车过度消耗时间、精力的处境,使出行既便利又快捷。

枣庄BRT设施先进,服务功能齐全,现已成为枣庄市民出行的首选。我曾听到有个市民夸奖说,走南京、逛北京,还都不如枣庄人出行最轻松!

光明大道修的时候有人说太宽,太大是腐败的路,现在呢?有时候都堵车;BRT修的时候有人说没必要,现在看来确实是惠民的好工程。只能说前任的几个市领导有非常远的战略目光。

走brt车道的,属于不按规定道路行驶,由公安机关交通管理部门对驶入禁止驶入标志的机动车驾驶人处警告或者二十元以上二百元以下罚款的行政处罚,并记3分。

BRT指的是快速公交系统(BusRapidTransit),是一种介于快速轨道交通与常规公交之间的新型公共客运系统,是一种大运量交通方式,通常也被人称作"地面上的地铁系统"。它是利用现代化公交技术配合智能交通和运营管理,开辟公交专用道路和建造新式公交车站,实现轨道交通运营服务,达到轻轨服务水准的一种独特的城市客运系统。

快速公交系统是利用改良型的公交车辆,运营在公共交通专用道路上,既保持轨道交通特性,同时又具备普通公交灵活性的一种大容量、便利、快速的公共交通方式。它是由快速公交车站、快速公交车、服务、营运方式、智能公交系统等元素集成的系统。

法律依据

《道路交通安全违法行为记分分值》三

机动车驾驶人有下列违法行为之一,一次记3分:

(一)驾驶营运客车(不包括公共汽车)、校车以外的载客汽车载人超过核定人数未达20%的;

(二)驾驶中型以上载客载货汽车、危险物品运输车辆在高速公路、城市快速路以外的道路上行驶或者驾驶其他机动车行驶超过规定时速未达20%的;

(三)驾驶货车载物超过核定载质量未达30%的;

(四)驾驶机动车在高速公路上行驶低于规定最低时速的;

(五)驾驶禁止驶入高速公路的机动车驶入高速公路的;

(六)驾驶机动车在高速公路或者城市快速路上不按规定车道行驶的;

(七)驾驶机动车行经人行横道,不按规定减速、停车、避让行人的;

(八)驾驶机动车违反禁令标志、禁止标线指示的;

(九)驾驶机动车不按规定超车、让行的,或者逆向行驶的;

(十)驾驶机动车违反规定牵引挂车的;

(十一)在道路上车辆发生故障、事故停车后,不按规定使用灯光和设置警告标志的;

(十二)上道路行驶的机动车未按规定定期进行安全技术检验的。

《道路安全法》第九十条

机动车驾驶人违反道路交通安全法律、法规关于道路通行规定的,处警告或者二十元以上二百元以下罚款。本法另有规定的,依照规定处罚。

  常州BRT(快速公交系统)一号线是常州修建的第一条BRT线路,呈南北走向。北起沪宁高速公路南侧(长江贸易中心北侧),南至武进长途汽车站北边。沿线经过黄山路、黄河东路、通江大道、万福路、怀德北路、劳动西路、兰陵路、武宜路、鸣新东路、龙华路,全长约2377km,共设26个站点(不包括首末站)。车道的布置方式为路中右开门。线路走向与城市重点发展方向一致,可基本解决沿线居民出行难的问题,有效缓解交通拥堵状况。

  快速公交一号线的功能定位是:常州城市公共交通的骨干线,在常规公交网中起到城市近期主客流方向的快速主通道功能。远期则可以为地铁培育客流或是平行于地铁线路形成地铁线路的补充。快速公交一号线进一步密切了城北和城南的联系,引导和带动了沿线土地的开发利用增值,在城市资源经营方面也获得了良好成效。

  常州市快速公交一号线是城市公交优先的突出表现形式,并且,它在设计、建设、管理、服务等方面充分体现了人性化、科技化和高效化的特点。

  一、人性化

  一是票价优惠。BRT售票系统与现有常规公交相同,各种IC卡在BRT线上同样使用。乘坐BRT线,和常规公交车完全同价,即投币一元,刷卡六折,学生卡三折,老年卡二折,其它免费群体一样享受优惠。BRT实行同站换乘免费,即在BRT站台内,换乘不同的线路不再收取费用,乘客可以更方便地进行换乘,得到更多实惠。

  二是人本设计。BRT车辆采用低地板(车门踏板距地面≤370mm)、大容量(核定载客可达近180人)车辆,设有四个宽通道双内摆车门,大大方便了乘客上下车。车辆与站台均考虑了残疾人通道。BRT车辆上设有轮椅专位、靠垫,车内设置了婴儿专用座位。两个首末站的设置,分别与新北、武进长途客运站相邻。首末站内除BRT线外,均设置了多条常规公交线路。首末站不仅是快速公交的首末站,更是公交线网中的枢纽站,极大地方便了乘客在长途车和公交间的换乘。

  三是绿色环保。常州BRT工程是发展绿色交通,提升常州形象的工程。在BRT车辆选择上,快速公交系统所需车辆均采用新型环保车辆,采用欧四排放标准。新型车辆耗能低、排放低;路段的专有路权,避免了拥堵时的反复加减速和停车,有效减少了车辆的废气排放。BRT一号线的修建,对实现"文化旅游名城 "、"生态城市"的城市发展目标,有着重要的意义。

  二、科技化

  BRT的设计和建设充分渗入了现代科技因素。

  一是各类设施的建设与设计美观、现代、实用。(详见附图)

  1.流线型的中间站台设计时尚富有特色,体现了常州社会经济高速发展。站台的服务设施以便民、快捷、安全为原则,充分体现了BRT高水平的服务。

  2.形式呼应的新北及武进首末站。

  3.朴素大方的BRT公交停车保养场保养车间。

  4.收银、加油气、洗车一体的建筑,符合公交运营特点,体现了功能至上的目的。

  二是路权选择和车辆开门方式科学合理。BRT路权选在道路中央,车辆采取右开门形式。这种设计充分考虑了常州道路特点、乘客出行特点、交叉口通行能力特点、线网特点等等,与已建的北京和杭州BRT有明显不同,但优点是明显的。

  2.BRT车辆采用右开门方式,使之可以利用普通公交站台,常规公交也可以利用BRT线路及站台,以有效提升公交直达和零换乘水平,充分发挥BRT一号线的资源优势,提高公交的总体服务质量。

  三是BRT智能交通系统功能全,技术先进。系统的完整性高,科技含量高,数据共享程度高。各种交通信息、监控图象等数据与市交通指挥中心相联,有效提高了交通指挥和公交车辆调度的能力。此外,售检票系统、智能交通系统和安全门系统都有不间断电源供电,可确保设备的正常运行。

  三、高效化

  1.系统输送能力强。系统的近期输送能力为5085人/小时;系统的远期输送能力为5390人/小时。2008年日均客流预计为7万人/天。

  2.车辆运营速度快。BRT专用道的设置主要通过道路改造,增加车道数来实施。近24公里线路,除兰陵路段和劳动路段共计约5公里没有新增车道数(但交叉路口全部进行了拓宽改造),其它路段全部增加车道,在最大程度减少对其它车辆通行影响的同时,更有效提高了BRT车辆运行速度,全线平均运行速度达到了2564km/h。

  3.资源整合效益优。常州已实现公交一体化,BRT的运营与常规公交也是一体化管理,这样可以在公交线网的设置上进行通盘考虑,更大效率地发挥公交资源整合优势。BRT站台安全门的设置,可适应多种类型的BRT车辆、BRT支线车辆及常规公交车辆使用,为BRT主线、支线及常规公交线的有效结合打下了基础。常州一号线通车后,相关常规公交线路将进行大幅优化调整,公交资源将进一步得到整合,市民群众的出行将会更加便捷高效。
