1988年，卢荻老人去美国西部，探望在那里工作的女儿。女儿的邻居，是一位孤独的老人。在他们房子的前面，有一片较大的草坪。老人每天坐在草坪的长椅上，与她养的一条猫和一只狗呢喃对话。

这一天，她那只小猫居然淘气地爬上了电线杆，下不来了，它对着寻声找来的老人发出了“喵喵”的求救声。老人怕得全身都抖了，她立即向警方报警求救。不一会儿，一部警车鸣着警笛开来了，车上下来了两位警察，他们二话不说，架起云梯小心翼翼地将小猫捧下来，交到老人手里。

老人将小猫捧到手里，轻轻抚着它的毛发，她那副全神贯注的样子，仿佛把自己的整个生命都投入了进去。最让人感动的是那两位警察，两个粗粗壮壮的汉子，居然也陪着老人，低声安慰着那只受了惊吓的小猫

卢荻老人在旁边看着，感动得眼眶都湿了。那一刻，她感受到了生命的尊严。

从美国回来，老人开始四处奔走，她要成立一个小动物保护协会。经过4年的不懈努力，到1992年12月，她终于在民政部登记成立了全国小动物保护协会，这也是我国第一家小动物保护协会。

与此同时，随着救助的小动物不断增多，卢荻的居室里再也容不下了。在社会有关人士的赞助支持下，她在北京市郊租下几间房子，请了几位工人，成立了一个养猫基地。

出人意料的是，养猫基地竟来了几只饿得只剩皮包骨的流浪狗，它们日夜在基地外徘徊着，哀哀地叫着，用头顶撞着基地的房门，似乎在恳求人们救救它们。卢荻老人几次想放它们进来，可是养猫基地实在太小，里面已经住满了收容来的猫，实在放不下这些狗了。于是，她让工作人员将一些食物放到门外给它们，谁知这一来竟招来越来越多的狗，它们饥饿的叫声、哀哀的求救声，将人们的心都搅乱了。

卢荻老人终于受不了，她下命令打开基地的大门，放进所有的流浪狗！

一刹那间，一大群流浪狗拥进房门，它们拼命争抢着、吞咽着为它们准备的食物。待它们吃饱了，安静下来，卢荻老人数了数，竟有27条流浪狗！

第二天早晨起来，卢荻老人看到了更加惊心动魄的一幕：27条狗，竟一下子倒下了24条！原来这些狗早已得了瘟疫。其中有一只狗已经奄奄一息了，它看见老人，就挣扎着、摇摇晃晃走过来，用一双爪子扒着老人的膝盖，那一双眼里，流露出无限的感恩，又似有千言万语无法诉说——霎那间，老人被狗的聪明、它所表达的情意、及那求助于人的表情给震撼了。

走到卢荻老人身边来的小动物，大多有一部血泪伤心史，它们中的许多，甚至是从死境里逃出来的。

小狗三妞，是一只马尔基斯狗，它的毛发长长的，有黑色的小眼珠，可爱极了。可是它最早出现在卢荻老人的宠物救护中心时，却带着满身的伤痕。

那天，一个女人抱着这条小狗，她的身后还跟着一个两岁多的男孩子。男孩子相当顽皮，他一边咚咚咚地来回跑个不停，一边伸出手来，用力拉着小狗的毛，小狗发出一声声哀鸣。卢荻老人立刻明白小狗那一身的伤痕是怎么来的，她快步走过去，从那女人的手里抢过了小狗。

“怎么能让孩子虐待狗呢？”她一边为狗检查身体，一边心痛地问道。

面对卢荻老师的责问，女人傲慢地说：“狗是我花钱买来的，怎么待它是我的事儿，你管不着。”
