高级的第一部分是英译汉,1篇400词左右的短文,交替传译,共20分。第二部分是汉译英,1篇400字左右的短文,共20分。第三部分是英译汉,1篇 600词左右的短文,同声传译,共30分。第四部分是汉译英,1篇600字左右的短文,同声传译,共30分。总计100分,时间为50分钟。
笔译考试内容都分英译汉和汉译英两种题型,各分两节。初级的第一节为单句翻译,给出10个句子,要求考生将其译成汉�英 语。第二节给出1篇250字左右的英�汉 文章,要求考生将其译成汉�英 。题量各11道题,分值各50分,总计100分,时间为3小时。

我们中国外文局翻译资格考评中心作为全国翻译资格水平考试的具体实施和组织单位,近期邀请全国翻译专业资格(水平)考试专家委员会的部分专家谈翻译考试,向考生介绍有关翻译考试的大纲、模块设置、题型、如何备考等相关问题。
考试情况概要介绍2003年3月人事部制定下发了《翻译专业资格(水平)考试暂行规定》和《二级、三级翻译专业资格(水平)考试实施办法》, 2003年7月成立了翻译专业资格(水平)考试英语专家委员会。 2003年12月6日至7日,全国首次二级、三级英语口译、笔译试点考试在北京、上海、广州三个城市举行。2004年5月下旬,英语二、三级翻译资格试点考试继续扩大。二、三级口译考试扩大到北京、上海、广州、天津、重庆、武汉等六城市,笔译考试除以上六市外还扩大到西安、南京、郑州、成都、长春、福州等共12个城市。考生人数增加了近一倍。2004年11月13日、14日,英语二、三级翻译资格试点考试笔译考试在全国25个城市、口译考试在全国15个城市进行;法语二、三级考试在北京、上海试点考试;日语二、三级考试在北京、上海、大连试点考试。根据《暂行规定》,中国外文出版发行事业局负责组织成立全国翻译专业资格(水平)考试专家委员会。2003年12月中国外文局又成立翻译资格考评中心,由中心负责考试的具体组织和实施工作。专家委员会负责考试大纲的编写、国家翻译资格考试标准的确定、考试试题的命制、试题题库建设等工作。专家委员会的专家们都是翻译界的资深教授和学者,代表着翻译界的最高水平。
黄友义先生:(全国翻译资格考试英语专家委员会主任、中国翻译工作者协会秘书长、中国外文局副局长)
全国翻译资格考试的全称叫:全国翻译专业资格(水平)考试,英文叫China Aptitude Test for Translators and Interpreters,缩写叫CATTI,美国有托福,英国有雅思,中国开始有CATTI。考试意味着什么?
一、是和国际接轨的重大举措。这个考试的筹划实际上已经进行了十多年。随着中国改革开放、中国的对外交流日益扩大、中国和国际翻译界交流日益扩大(中国翻译工作者协会是国际译联的一个重要成员),大家都越来越感到,翻译应该有一个统一的、科学的、客观的、公正的办法来规范。因此在参考了国际上的经验后,特别是中国加入了WTO以后翻译服务市场国际化进程加快的情况,国家人事部批准将翻译资格考试列入国家专业资格证书系列,并决定今年开始推出这个考试。
二、翻译资格考试的实施及作用:03年只在三个城市进行英语翻译考试的实验,04年上半年在十二个城市进行进一步的实验,04年下半年扩大到 25个城市试点考试。同时要举行除英文、法文、日文以外其它外语语种的考试,最终其它主要文种(英、法、西、德、日、俄、拉)进行考试。推行翻译资格水平考试以后,原来各单位、国家机关政府企事业进行的翻译资格的评审工作就不再进行,已纳入国家职业证书制度,以后翻译资格的认定就只能通过这一个渠道。我们还有一个设想,将来要和一些得到国际公认的翻译考试资格认证的发达国家,进行资格的互相承认,比如英国、澳大利亚等英语国家都已经有了自己的翻译资格认证。我们和这些国家考试机构、政府有关部门以及他们的翻译协会也一直在探讨,到成熟的时候实现这种相互承认。到那个时候我们的翻译资格考试证书就成为了一个“国际驾照”。为此,我们实施的这个翻译资格认证,从一开始就尽力按照国际标准进行,按照与国际水平接轨的思路进行的。
三、翻译资格和职称。人事部发的文件明确指出,举行这样的考试是为了科学、客观、公正。过去,一个人如果想获得翻译职称,首先必须隶属于某个国有单位,这就将社会上绝大部分想从事翻译或者在业余时间,或者是在全部就业时间进行翻译的人排除在翻译技术职称的队伍之外了。而在国际上,翻译是一个个体性的劳动,一个人就可以是一个公司,所能承担的翻译工作和相应的收费标准都是和翻译资格等级证书挂钩。
这个考试就是改进了到目前为止实行的各单位的职称评定,通过考试避免目前评审工作中的不平衡和人为的因素。我们目前推出三级和二级的考试,一级和资深还是考评结合。在三级和二级考试取得经验后,再考虑一级翻译和资深翻译的考核办法。那么这种考试怎么能证明一个人该晋级了?怎么证明就是三级了?甚至是在校大学生,甚至是一个工人,可能不隶属于具有翻译任务的单位,可能就是一个个体劳动者,怎么证明有水平呢?通过考试,获得相应证书;这就是证明。这也是考试的一个重大特点。
四、在专家委员会讨论过程中和出题时都强调的一点是:重在实践。翻译具有外语基础以后就靠实践,走上社会以工作中的实践为上。这个实践也长和我们科学、客观、公正原则相符,翻译资格将来实行三年一次的重新认证,因为翻译长时间不用就会生疏。为了保证水平,所以还要实行二年一次的认证制。通过面对全社会进行的考试,进行每三年一次认证,包括考试晋级和发现人才,也给翻译人才提供公平合理的竞争机会,这有利于提高和扩大中国的翻译队伍,也有利于很多年轻人在择业的时候没到公人的认可。
实行全国翻译资格(水平)考试的消息发布以后,反映最快的是北京的外企的***,因为很多老板就希望有这样一个认证,尤其是欧洲来的。欧洲的翻译资格考试非常发达,尽管他们统一了货币;尽管***在一起说的是英文或者是法文或者是德文,他们是所有的文件都要翻译成欧盟各个成员国本国文种。所以欧洲是翻译量最多的一个大陆之一。外企老板希望他们的员工有一个统一的翻译资格认证。
最后我要强调一点,我们这个考试目前是实验,毕竟是二十年来我们第一次实行这种制度,出题要考虑到以实践为主,又要考虑到大学的英语教育;包括公共英语和专业英语。另外,为了保证取得经验和判卷的公正性,要把所有的考卷集中到北京来判。这个任务量比较大。通过判卷也看看我们的判卷方式是否合适,口译考试判卷不是一个老师来听,有好几位不同的老师来评价。
既然是试点,严格地讲,考试难易程度也有个摸索过程。客观地讲,整个出题过程是科学的。出题的人(英语考试专家委员会组成人员)全国有五十多位,这里面有将近八十岁,长期从事翻译工作和外语教学工作的专家,也有三十几岁,活跃在英语教学第一线的老师,也有每天都从事英译中,中译英的专家;既有从事口译的、也有从事笔译的,也有两种兼而有之的。大家经过反复讨论,又参考了国内、国外的资料,在这个基础上编出了大纲。当然也有需要将来完善改进的地方。全国翻译专业资格(水平)考试专家委员会目前主要是英文方面的专家。委员会人员分两部分:顾问11人,委员33人。他们的工作又有不同的侧重,其中 20多人侧重笔译,10人侧重口译。这些专家分别来自23个部委、重点外语院校和对外宣传部门,可以说都是我国翻译领域的权威人士。

第一点, 注重一个客观的评价
如果考生参加了全国翻译职称考试通过三级可以获得一个助理翻译职称,是初级职称。获得助理翻译的条件是:本科毕业,工作一年后,称职,填表申请初级职称,如果参加了全国翻译资格(水平)考试,通过了二级笔译,可以申请翻译职称,本科毕业,工作一年试用期结束,可以申请助理翻译职称,工作五年可以申请翻译职称,相当于本科工作六年时间,如果研究生毕业满三年,工作称职,可以申请翻译职称。这次全国翻译资格(水平)考试,不同于英语的四、六、八级考试和其它一些机构的考试,独特之处是,全国翻译资格(水平)考试是职称改革的一个举措。它面向社会,任何人、任何专业、在任何领域工作的人都可以参加这个考试,之后都可以获得相应的职称。一个大学毕业生,获得翻译资格考试证书后,可以到公司、国家机关、企事业单位,拥有相应的翻译职称可以帮助你增加在市场里就业的竞争力。这是对翻译和助理翻译职称条件的解释。
另一个,分析考试大纲会发现,英语笔译二级、三级考试都分为综合能力和笔译实务,一个大学本科在读生,通过专四、专八考试的,通过三级笔译的可能性会非常大。分析题型,比如在笔译三级综合能力分四个部分:第一部分,词汇和语法;第二部分是英语阅读技能,第三部分是完形填空,这三部分都是客观题,实际是选择题。这对于在校生是非常上乘的。填空、选择题对于英语专业和非英语专业的来说,如果想通过翻译考试,有一定的语言基础,通过这三项问题不大。比较难的是命题作文,要求经过专门的训练或者培训,经过专门的老师进行讲解,因为用中文写文章和用英文写文章,有着截然不同的思路和方法,要找到窍门,才能获得得分点。漫无边际的写,得分不会满意。到底考二级还是三级?三级笔译客观题多一些,主观题是单项,笔译实务考中译英、英译中。二级和三级不同的是,有必译题。因为这个考试是面向全社会的,参加的考生可能有学自然科学、有学社会科学的、学工的、学医的、或是学任何门类的,有在大街上练摊的,有在秀水街卖衣服的。所以必译题要照顾各方面的利益。题目、题型所选的材料要让考生都能接受,这种材料应该是普遍性的。二选一就是强调专业性,自然科学里的一些知识,社会科学里的一些基本知识,让你文理兼顾,两道题一篇涉及到文科方面,一道题涉及到理科方面,考生根据自己的专业自己的兴趣自由去选择,有伸缩的余地,根据爱好去选择。使证书有广泛的代表性,又兼顾了各方的利益。这次考试是试点,时间仓促,考试大纲、考试模块、考试样题可能有不满意的地方,考生可能着急,想知道细节,有没有复习资料和辅导材料,像雾里看花没有头绪。
第二点,考试的细节。
考试大纲是全国翻译资格(水平)考试的指导性文件,是考试命题的依据,也是应试人员的重要参考指南。大家要认真学习考试大纲,考试命题是和大纲紧密联系的,吃透了大纲,就能悟出怎么准备。全国翻译资格(水平)考试三级笔译分为笔译综合能力和笔译实务的测试,现在社会上有的考试笔译实务就分中翻英、英翻中,答完题就完了。笔译综合能力,是根据现在翻译界的情况、社会学习英语的情况和对翻译专业的要求有关。我曾去大学招生,也出过中翻英、英翻中的试题,我改题时发现充满了拼写错误,翻译专业是个技术极强的专业,并不是学了英语,通过了六级考试就能作翻译。翻译是个杂家,不但需要大量的英语词汇,对中国和英语国家的背景知识有深厚的功底,并有大量的实践锻炼机会才能做,作翻译的人不应该存在语言问题,如果你作翻译的时候还存在大量的词汇错误、语法错误,那就谈不上作翻译了。另外,翻译不是造句,对句子一句句的造,要有自身的技巧,有自身的规律。增加了笔译综合能力,目的是检验考生对英语的词汇准确应用的能力,对于英语同义词、近义词、英语习惯语的用法掌握的程度,三级综合能力检验目的是对词汇的掌握的程度。一句话就是会不会用词,词用的妙就是一个好的句子,好的句子是词构成的或是一个短语,核心是谓语,词选对了后句子翻译的非常妙,对词的用法,不管是中国的专家还是英语国家的专家,都特别强调。建议大家学翻译的时候准备两本字典,翻译的时候多查英英字典,别光看英汉的。英语非常讲究词的深层次的差异。作翻译多了可以悟到这种差异。考试要求是掌握5000 以上英语词汇,这是常用词汇,想通过英语三级笔译光掌握5000词汇肯定是不够的。英语笔译三级考试,主要考查专业人员在翻译时对判断分析,应变能力和判断能力,综合运用相关知识的能力和水平。注意事项,分四个标准,第一是语法,第二是技能,第三是完形填空,掌握词的含义。掌握同义词和近义词之间的区别。因为考试面向社会,选材有政治、外交、贸易、科技、工业、农业、应熟悉他们的文体,文章的术语。语法部分,分析句子,注意语法规则。在英语阅读中,有四篇英语阅读短文,从英语国家:英国、美国、澳大利亚、新西兰等报刊杂志书籍中选材,考生在准备时,多阅读不同体裁,不同文体,扩大信息量,扩大知识面。在完形填空中,有一篇短文,一般一个空只能填一个单词,每空一分。命题作文,大家要多关心社会生活的方方面面,关心社会热点问题,组织材料,自己有所准备。笔译实务,考虑到实用性,由在翻译第一线的专家出题。现在翻译界有两派:一是学院派,一是实用派。这次出题强调实用,因为有人不懂翻译技巧,但长期从事翻译职业,可以通过考试获得证书,胜任工作。笔译实务选材上,在英译中方面,选英语国家的原文,也就是英美人士用英语写的文章。中译英一般选择国内出版的外宣材料、中国出版的报刊、书籍,一般是反映中国的情况资料。大家准备的时候有所侧重,英译中看一些原版的书,中译英看一些从中文翻译介绍给国外、世界的其它国家人看的报刊、杂志方面的材料。
第三点,二级考试情况。
在笔译实务里有必译题和二选一题,中译英、英译中都有这个题目。考题选材大众化,但是二级和三级笔译实务都淡化文学色彩,不会出现《红楼梦》、《三国演义》这种文学性极强的题目。因为从事文学翻译的人毕竟是少数,达到这种文学造诣的人在中国也屈指可数,基本上是从事实用体的翻译。
第四点,怎么准备考试。
1、扩大词汇量。二级或三级不能局限5000单词。词汇量大可以帮助提高阅读理解能力,提高翻译速度。多阅读不同文体不同体裁的外文书刊,扩大知识面,对信息能力的吸收。提高英语的理解、表达、翻译能力。英译中和中译英能力的培养,谈到翻译大家马上就会想到“信、达、雅”,注意两点就能做好翻译工作。第一点,内容和风格上要忠实原文,要“信”,不管中翻英、英翻中首先要传达意思,英翻中最后是给中国人看的,中文表达能力应该是非常强。基础是应该建立在理解的基础上,作不好英翻中主要是理解不透,英语文章要对它的背景知识、深层意思不了解,晕晕呼呼的翻,翻出来他自己也看不懂。如果让考官满意,让读者满意,首先要自己满意。自己不满意,肯定不成。第二在表达上要流畅。理解原文是关键,原文的意思掌握了就能表达出来了。根据文体,作者写这篇文章的目的是什么,你对背景知识是否了解,做个研究、分析,翻译不是造句,一个好的翻译应该是个“杂家”,对语言、语法、词汇了解的非常透彻,对各行各业的知识、各个领域的知识有所了解,不一定是经济学家,但是要了解经济学,你不一定是法学家,但是要对法律了解,我建议大家,如果热衷于翻译事业,要持之以恒,长期目标,脚踏实地一步一个脚印的去做,翻译不是一天两天的能成功的。翻译工作是个无底洞,每次翻译完了,还是感到有需要学习的地方。汉译英的水平的提高,主要是提高英语表达能力,汉译英是从中文翻译成英文,读者是英美人,作这个翻译时要换个思维方式,中文翻译成英文后英美人是否能接受,英美人是不是这样说,是不是中国式的英语,这一点非常重要。提高翻译水平通过三个环节,一是选择难度适当、体裁广泛的原文,不要贪多,取一小段,根据自己原来学的理论、技巧等去完成。第二步请翻译老师、英语专家或是参加培训,请培训老师对译稿进行核对、进行润色,因为对英语没有达到一定水平,自己对自己无法进行正确的判断,需要找一个更高水平的人对译稿进行分析,找出差距,系统总结,发现自己的薄弱环节。第三步应该总结,修改后要仔细研读,去分析人家为什么这样改,我当时翻的时候为什么想不到,找到一个契合点,就能提高翻译水平。翻译实际上是一个转换人思维的过程,翻译出来是英文,就应该用英文去思考,绝对不能用汉语去思考。用汉语思考出来的句子肯定是受母语干扰的,经常想一想英美人会怎么说,翻译出来的句子才到位。作翻译一定要虚心请教,慢慢地一个字,一个词,一个句子的积累,经过5 年到10年的积累,才能悟出来什么叫翻译

既然有这样一个行业标准,我们制订大纲的时候有很多的专家知道包括同传、交传有多难,专业的考试也就是二级,要求掌握8000个以上的英语词汇,但上面没有封顶,什么是8000以上,以上到什么程度不一样?那有本身的语言基础,除此之外还有要专业的知识结构从词汇上讲,比如说专业行业词汇,有时候翻译可能不到位,平时用这个词汇的时候是这个意思,但在专业英语里是另外一个意思,房地产业,一个很简单的字,empty land,听到可能会说是空地,实际上在房地产里应该翻译成闲置地 语言词汇,专业词汇和一般性词汇,掌握八级以上的词汇并没有封顶,还要掌握英语国家的文化背景知识,有时候翻译不是翻给我们本身,是翻给文化。
可能是谚语,可能是一个国家非常有特点的一段话,如果不了解文化背景的话就翻不了,再者是否能够胜任各种正式场合3-5分钟的交替传译,同传还有一个另外的标准。六级只是非外语专业的一个标准,通过了六级考专业的话比较困难,六级英语只是知识结构多了一个内容,并不代表通过外语六级考试就可以做翻译,翻译是一个很庞大的系统工程,它是综合能力的体现。
这个考试的目的要检验应试者的听力理解以及信息处理的能力,特别是英翻中,还有听力是非常重要的。口译的步骤是这样的:听力、记忆、构思和表达,后面三个步骤完全建立在第一个步骤之上,要是听不懂的话,就译不出。从翻译的层次上讲,听力是要100%听懂的,才能记住,记不住就译不出,这是一环套一环的,是一个完整的知识结构。所以有没有听力理解以及信息处理的能力是非常重要的。应该检验一下自己,有没有掌握大纲要求的英语词汇?是不是具备专业工作所需的英语听力?不是说泛泛地听个大概,必须100%的听懂。有时候很难做到,包括一个专业翻译,这个涉及到现场处理事情的能力。但这个在考试的时候也能体现出来。口译考试也分口译综合能力和口译实务,包括交替传译的能力和同声传译,这在二级大纲里都能体现出来。考试的基本要求就是在考试当中完整性,包括语言要规范,是不是能够熟练运用口译技巧来准确完成,应该说要求非常高。从目前的考量来讲,必须具备的五关:语言、知识关、技术关、翻译技能、心理稳定因素,当然还要你的词汇的准备,再就是你的能力。做翻译不讲求通,但要有所知,你不知道在翻译中会出现什么东西,当然译前的准备工作会非常地重要,但是就考试而言,政治、外交、文化、法律无所不包,所以知识结构是非常重要的。再就是短期的记忆和长期记忆和翻译的各种技能,比如说记忆能力,包括理解能力,分析能力,归纳、总结综合的能力,还有就是母语和外语双语表达的能力。
说到翻译技能可能有人会问,不是我掌握了翻译技巧我就能做翻译。但是作为一个翻译必须要掌握翻译技巧,除了技巧外还有本身的专业能力,专业知识,这都是相辅相成的。
这个考试纳入行业管理机制,比较正规。考试的评分标准是非常细化的,一个人的带子要几个人去听,几个人听出来的结果是一样的。对于想通过考试的人,应该对自己有个正确的判断,具备中级职称一般是大学毕业后有五年工作经验。
三级是准专业水平,有的人通过公外六级考试,但是由于工作需要在做翻译,可能不是那么专业,比如迎来送往,陪同等。这些人可以去试一试准专业,因为从现在的起点到专业有太大的障碍,不太容易逾越。三级考试要求掌握5000个以上词汇,但是这个以上也是没有封顶的。从词汇的标准来讲,平时说话有3000个单词80/%的日常用语就会看懂,听VOA news 3000个词汇就能听懂,一般场合的交际(不正式,迎来送往、小型的不正式的翻译)目的也是测验应试者的听力理解及信息处理的基本能力,不是说专业能力,具备一般场合而不是专业场合所需要的听力理解和表达。基本要求也是一样的。有些人基础非常好,但说话表达还是不那么清晰,这种人比较适合做笔译,口译要求语言流畅,语速适中,无明显错译、漏译。
二级和三级考试里有听力综述,这是口译里面非常重要的技巧,三级是听500个单词译完后要写150个字的听力综述,二级是听600写200。还有是不是具备在瞬间抓住综合概括能力,并且在30分钟内写出来。这个能力在做翻译的时候表现特别重大。做翻译听懂了还要表达,要具备在瞬间组织语言的能力,这里体现的应该是非常充分的,框架性的东西一定要抓住。这个就是口译综合能力,也就是听力理解能力。
还有一部分就是口译实务,那就涉及到口译本身。从三级来看是英汉互译还有对话,应该是150字—200个字之间,这个稍微简单点,因为它的语句非常短。口译实务中交替传译,是一篇英译汉,一篇汉译英,它的内容形式不一样。考试大纲以及涉及到的一些内容写得还是很清楚的,更多的是在原有的基础上怎么进一步地提高,要做必要的培训。
做一个真正的翻译是和工作有联系的,是没有间断的。大学英语本科毕业之后,英语能力中上等的,毕业之后从事翻译工作。如果是英语本科毕业,但没有从事过那么长时间的翻译工作,不过想试试自己的能力,能不能通过?这样就需要自己去练习。翻译是实践性很强的工作,要是通过这次考试,一直不去做翻译工作,久而久之就会忘了,所以这是一个技术性非常强的工作。
因此要好好地训练自己的翻译技能,训练有两种,动态和静态。还有是课下的训练,比如说记忆力的训练,可以听一段新闻,听完之后复述,看能复述多少。还有就是训练听力综述,一段15分钟的东西3分钟综述出来。再有就是做一些跟读练习,这是同传所必须的技能。心理因素也是很重要的,有的人母语外语都非常好,但是心理因素不好,听的时候紧张,紧张一定会影响效果的。
从学生来说不能过分讲求方法和技巧,一定要下真功夫,语言的利用是一种技能,但是这种技能不是完全靠技巧获得的,应该方法技巧去运用,应该在实践中大量地去摸索。有很多的技巧是在翻译实践中自己总结出来的,不能过度地讲求速度和效率,速度和效率是在具备了很扎实的双语的能力之后,才讲求速度和效率。要花时间不断地重复学过的东西,去复习学过的东西,不断地总结积累再前进再积累。技能的掌握是有一个过程的,碰到困难一定要克服,持之以恒。
还要非常重视听力的训练。语言是有声的东西,我们对语言的感受首先是通过声音去听。翻译是一个实践性很强的工作,学了不去用那永远学不好,在用的当中突然会觉得自己会有一个大踏步的前进,那是因为有一个长期积累的过程。
